Go in the main entrance of HELIOS One, head through the broken door to the left and into this room. Go all the way to the top of these stairs and into the room up there where the barrel is.

Go into this little room, and around a little to the left where that chair is laying down. Turn around and you should see the table in the next picture with the bobblehead on it. See the outline of the chair to the left that's behind that green tinted mesh screen thingy? The table is back there. See below.
